On June 14, 1643, the English parliament ordered licensing of the press. All licensing authority was to be wielded by two archbishops who had the power to stop publication of any book "contrary to the Doctrine and Discipline of the Church of England."
John Milton, protesting the parliamentary order in his essay, Areopagitica, wrote, "(it) will be primely to the discouragement of all learning and the stop of truth, not only by exercising our abilities in what we know already, but by hindering and cropping the discovery that might be yet further made."
